Just returned from Isaquah, Washington, to see the play that our daughter stage managed. The performance was just wonderful! The weather was 50 degrees – and felt like Spring while we walked on the beach and in the Olympic Park by the ocean. Then we got off of the bus at SLC International Airport and it was COLD with the temperature steadily dropping as we drove south to Sanpete County and drove into our garage at 13 degrees. BRRRRRRR But I got up this morning to drive to the office and there was no freeway or traffic – that was lovely! Cold and no traffic or warmer and taillight to headlight traffic – Sanpete County wins! J Now if someone would put grilled oysters in Parmesan cheese on their menu?!? Life would be perfect in Sanpete.

21st Annual Mock Legislature

Participate as 4-H’ers take over the Utah State Capitol. Learn the legislative process from presenting a bill, committee work, to passing a bill. For 9th-12th graders. 4-H Horse Helmet 2011 Rule

The Utah State 4-H Office highly encourages the use of helmets during all equestrian events. Effective January 2011, helmets will be required for all western under saddle events occurring at 4-H sponsored horse shows.

Helmet Education Opportunities

Presentations discussing the sizing, purchasing, and new helmet regulations will occur at the following events: State 4-H Individual and Two-Handed Horse Show - Sept. 16-18th, 2010.

Opportunities and Incentives offered by the State 4-H Office

The State 4-H Office is offering a $10 rebate to Western 4-H riders who purchase helmets from January 1st, 2010 to June 1st, 2020 (helmet rebates

will be limited to one per 4-H rider). Forms and receipts must be received by June 1st, 2010 to receive reimbursement. Visit the Utah4Hhorse.org website for more information.

Hi all,

Here is an update on the new helmet rule that will come into effect in January 2011, for the Western 4-H Horse Program.

NOTE: Believe me when I say that I have not been looking forward to this rule being developed or taking effect. As expected, this is not going to be a painless transition. Requiring a helmet in the 4-H program is not popular with everyone, however facing the possibility of having the 4-H Horse program eliminated was not an acceptable option. Even though I may not like being the target of individuals who do not like the rule, the new horse helmet rule is the right thing to do for the future of the 4-H Program. I support the rule and I have contributed to the fund being used to help purchase helmets for our 4-H members. If you wish to contribute to this fund, send your check to Utah 4-H Helmet Program, 4900 Old Main Hill, Logan, UT 84322-4900.

GOOD NEWS

We have received a lot of positive encouraging feedback regarding the support of this new rule. This feedback has come from 4-H members, leaders, agents, administration, risk management and our legal counsel.

BAD NEWS

We have received feedback from some agents, parents and leaders expressing concerns regarding the possible enrolment drop in the 4-H Western Horse Program.

RULE INTERPRETATION

Even though the rule states, “Effective January 2011, helmets will be required for all western under saddle events occurring at 4-H sponsored horse shows”, the Utah 4-H program highly encourages the use of safety helmets during all equestrian events. Some leaders, agents and parents, have asked if the rule is only for state 4-H horse shows. The rule applies to all 4-H horse shows. The rule will need to be modified so that it includes bareback equation which I believe is an event scheduled for 2011.

WHY THE RULE

There are two main reasons for the new helmet rule. The first and most important reason is to help protect 4-H members from head injuries. We realize that a helmet will not remove all chances for injury, but we hope that it will at least prevent some of the potentially serious head injuries. The second reason is to reduce the liability risk to the Utah 4-H Program and to Utah State University to the point that the Western 4-H Horse Program can continue.

WHY NOW

The required use of helmets in the Utah 4-H Horse program has been discussed for the past 20-30 years. There are several reasons why a helmet rule is being implicated at this time. They include the following: Utah 4-H wants to be proactive and prevent serious injuries to their members; negative communications have been circulating stating that Utah 4-H does not care about the safety of their members; societal norms as to the use of safety helmets in horse and other animal related programs have changed; concerns regarding the lack of a Utah 4-H helmet rule from risk management and legal counsel have surfaced; and the fact that surrounding 4-H programs are adopting horse helmet rules for their states.

PERSONAL RIGHTS

Some parents have indicated that this rule is an infringement on their personal rights to raise their children as they see fit. This is not a rule for parents telling them what they can or cannot do. This rule only pertains to participation in the 4-H Western Horse Program.
